September 14, 2005

The fall meeting of the NHRSTA was held on September 14, 2005 at the Red Blazer in Concord, New Hampshire.

Our guest speaker was Don Hill, Commissioner, Department of Administrative Services. Administrative Services oversees various departments such as Personnel, Facilities, Purchasing Department.

Mr. Hill spoke regarding our health benefits. As investments are down everywhere, our health benefits will be challenged and it is not a guaranteed benefit. There is a new standard of accounting for both local and state governments and because of this it could bring the health insurance to the center of discussion because of the large liability numbers it represents on the books.

He stated that using the mail order system saves both the state and the retiree money. In regard to the new Medicare drug plan, Mr. Hill said that retirees would be better to stay with the plan we have through the state. Mr. Hill was very informative and we thank him for being with us.

Chairman Lamy reported that Bruce Solloway is very sick and we’re sure he would appreciate receiving cards from our members. Craig Sandler, former trooper and Chief of Police of Nashua was recognized by Chairman Lamy.

The NHRSTA was founded in 1991. The Association wanted to thank those “founding members” who started our fine Association. A clock, having the retiree badge as its face, was presented to the following: Joseph E. Broderick, Richard J. Campbell, Ernest F. Loomis, Robert A. Loven, Paul R. MacLean, Paul F. O’Leary and Attorney Fred Hill, advisor of legal matters. Clocks were mailed to the following: Donald P. Bazin, John B. Casey, Martin R. Heon, and Harold Robichaud. Butch Loven also was presented with the clock for Roland Desjardins. Butch will give the clock to Mrs. Desjardins.

The secretary’s report was read and accepted. In our treasury we have the following: Checking: $7,098.17, CD: $6,270.41 – The CD matured on August 28, 2005 and was renewed at a rate of 2.96 – APY – 3%. It will mature 8/27/2006. NHRSTA PAC: Checking - $2,805.49.

Motion was made by Joe Broderick and seconded by Ernie Loomis to accept the treasurer’s report – motion passed. Ernie Loomis reported that all six Troopers that had been stationed in Afghanistan had arrived home safely. In regard to the firearms certification for all retired law enforcement officers, Chairman Lamy will be looking into the matter to see where it stands at this point. Dwight Dodd reported that the scholarship in memory of Jim Noyes was presented this June to Orion Wellinghurst.

There being no further business the meeting was adjourned.

PS: The Association regrets to inform the membership that Bruce Solloway passed away on September 21, 2005 at his home on Hutchinson Island, Florida. Our condolences go to Sue and his family and a contribution was sent in his memory to Down Syndrome Association of Greater Cleveland.

Paul MacLean spoke with Colonel Booth regarding retired law enforcement officers carrying concealed weapons. This issue was recently discussed with Police Standards and Training who are attempting to set up a state wide program. Another meeting will be held in the near future.
