NHRSTA Minutes

June 15, 2004

The June 15, 2004 meeting of the NHRSTA was held at the Red Blazer in Concord, New Hampshire.

The Association had several guests at this meeting: Senator Dick Green, Ray Weatherbee and Bob Roy from the NH Association of Retired Law Enforcement Officers, John Cody and Chris LaPorte from the Troopers’ Association, John Amrol from SEA Chapter 1, Dennis Parker and Debbie Noyes.

Chairman Lamy spoke about our current issues and what we may need to do in the future. The formation of a Political Action Committee was mentioned. One of our problems is that the legislature does not differentiate among the different police groups. Our health care benefits are at the whim of the legislature and depending if funding is available. The insurance is a major issue. Other speakers were Dick Green, Ray Weatherbee, John Amrol and Dennis Parker. They all spoke concerning our benefits and the need to make individual legislators aware of our concerns. The state is facing a 200 million dollar deficit and health costs may increase as much as 29 %. Dick Green stated that the basic revenues are on target but that some extra savings have not been realized as of yet. There may be a need for more small taxes or the possibility of gaming has been voiced.

Debbie Noyes, widow of Sgt. James Noyes, is now a Trustee on the National Board of COPS (Concerns of Police Survivors). She is the liaison for the Northeast region and will be traveling around the area to help with police survivors. Nate Noyes is now a Trooper, Danny is working on a master’s degree at St. Laurence University and Brianna is a senior in high school. Motion was made by Ernie Loomis and seconded by Paul Doyon to accept the minutes of the previous meeting. Motion passed.

In our checking account there is a balance $15,530.46 as of June 7, 2004. The CD at the Credit Union matures on June 26 at a value of $6,136.49. The CD may be moved to another bank for a better rate. Motion made by Ernie Loomis and seconded by John Casey to accept the treasurer’s report. Motion passed.

Ernie Loomis announced that the James S. Noyes Scholarship had been awarded to Brittany Ellis a student at Kennett High School. Brittany has faced several hardships and is very worthy of the scholarship.

The Nominating Committee announced the following members to be appointed to the Executive Board for a two year term: John J. Barthelmes, Kevin O’Brien, Neal Scott and Roland Lamy. Roland Lamy was elected to continue as Chairman of the Association.

Steve Barrett and Chris Conley, both current members of State Police are being deployed to Afghanistan. Our thoughts and prayers are with them and their families.

There being no further business the meeting was adjourned.
