NHRSTA By Laws
This organization is founded and established by those members of the New Hampshire State Police who developed a fellowship by working together toward the same objectives imbued with the knowledge required to overcome their common problems and who have honorably retired after loyal and faithful service and who share a deep desire to perpetuate the experiences of their service and association with the New Hampshire State Police, and to make permanent these friendships and relationships so as to keep alive the comradeship developed during honorable service with the New Hampshire State Police.
Furthermore to promote and maintain the high degree of respect by the general public for the image of the State Police and to lend strength, dignity and credit to the profession of law enforcement.
To advocate, promote and support before any forum, causes that are determined by the officers of this association to be in the best interest of the State Police.
To provide continuous and continual support, aid and encouragement for closer cooperation with all enforcement agencies to enhance the profession of law enforcement generally and to encourage and assist in the enlightenment and education of the general public in all matters of mutual interest. regarding the State Police and this association.
To these principles all members are dedicated and pledge the untiring efforts to maintain the highest degree of respect for law and order and the maintenance thereof.
Constitution
Article One: Organizational Name
The name shall be of this organization shall be
NHRSTA: the New Hampshire Retired State Troopers Association.
Article Two: Term of the Association
The term of this organization shall be perpetual.
Article Three: Purpose
The purpose of this organization is to promote, encourage and assist in the enlightenment and education of the general public in matters of interest regarding the State Police, and to promote the health and welfare of retired members of the New Hampshire State Police.
Article Four: Officers of the Organization
There shall be seven officers of this organization. A Chairman/President, lst Vice Chairman, 2nd Vice Chairman, and four members and a non voting secretary treasurer.
Article Five: Organizational Affairs
The affairs of this organization shall be directed and managed by the Chairman/President and an Executive Board. The Executive Board shall be comprised of the officers designated in Article 4 of this Constitution. It shall be the duty of the President and the Executive Board to carry out the purposes and goals of the organization.
Article Six: Quorum
A quorum of the Executive Board will consist of five board members.
Article Seven: Membership
Membership in this organization shall be limited to individuals who have honorably retired from the New Hampshire State Police under the New Hampshire Retirement System and are favorably accepted by the Membership Review Committee.
Any applicant for membership or any member who in any way by his/her actions, in any form, brings discredit in any manner to the image and reputation of the NH State Police or this Association shall be denied membership, or, if a member will be subjected to summary discharge and his/her name shall be removed from the rolls. Removal shall be on motion by any member who shall notify the Chairman in writing of the facts and circumstances justifying this action. Upon review of the facts and circumstances submitted, the Chairman, if satisfied that removal action is justified shall, with the concurrence of a quorum of the membership in attendance cause the removal of the member from the Association.
Article Eight: Disposition of Assets
In the event of the dissolution of this organization any assets remaining after payment or provision of payment of all debts and liabilities shall be distributed according to appropriate law.
Article Nine: Amendments to the Constitution
Any member of the Association may propose an amendment or change to this Constitution by submitting the proposal in writing to the President and Executive Board thirty (30) days prior to the annual meeting. Proposed amendments approved by the Executive Board will be considered by members at the annual meeting. Such action will require an affirmative vote of two thirds (2/3) of the members present and voting at the annual meeting.
Association By Laws
Section I: Membership
- Membership in this organization shall be limited to those individuals who:
- Retired from the N.H. State Police through the N.H. Retirement System.
- The surviving spouse of any member of this association.
- There shall be no honorary or other types of membership.
- All members of this organization shall be active members with the right to vote, hold office and participate in all meetings of the membership. There shall be no proxy voting.
Section II: Dues
- The dues of this association shall be established by Executive Board and at the annual meeting.
- Dues shall be payable in advance for each calendar year and shall be paid on or before the annual meeting of this association.
- Dues shall be collected and maintained by the Secretary Treasurer.
- The primary use of all dues collected will be to defray the expenses of the operation and administration of the association, and for such other purposes as the Executive Board may deem proper and necessary.
Section III: Powers and Duties of the Officers
- Officers of the Association.
- Chairman: The chairman shall be elected by majority vote of the Executive Board and shall have general executive direction of all the affairs of the association; serve as Chairman of the Executive Board and preside at all regular and special meetings of the association
- Vice Chairman: One shall be elected each year by a majority vote of the Executive Board. The Vice Chairman shall assist the Chairman in carrying out the functions of his office and shall stand ready to assume all of the duties of such office if it shall become vacant. Vice Chairman shall maintain a line of communications with and will present matters of importance as necessary to the Executive Board and perform such the duties as the Chairman may direct.
- Member: Executive Board members shall be elected by the membership at the annual meeting for a term of two years. Members shall elect from among themselves the following officers; Chairman; last Vice Chairman; and 2nd Vice Chairman.
- Secretary Treasurer:
- Shall be nominated by the Chairman from the membership and elected by majority vote of the Executive Board for a term of four years as a non voting member of the Executive Board and shall serve as Secretary to the Chairman and Executive Board.
- The Secretary Treasurer shall collect all dues and shall have authority to disburse all moneys as required in keeping with policies established by the Executive Board. He shall annually make a report to the Chairman and Executive Board accounting for all funds.
- The Secretary Treasurer shall be custodian of all Association records and shall maintain an up to date list of members and shall make such reports as directed by the Chairman.
Each member of the Executive Board shall serve and exercise powers in such a manner as not to disqualify the Association from any federal income tax exemption or classification.
Section IV: Elections and Meetings
- Election of Officers
- The Executive Board of the Association shall consist of seven members to be elected at the charter meeting of the Association and shall serve a period of two years beginning January 1, 1992. Four members will be elected each even year and three in odd years thereafter. except n 1994 three members will be elected for one year.
- Executive Board members shall be elected by the active membership present at the annual meeting. Nominations for each office shall be from the floor. The nominee receiving the largest number of votes shall be deemed duly elected and shall take office on June 1st following the election.
- The Executive Board will elect from among themselves the following officers:
Chairman
lst Vice Chairman
2nd Vice Chairman
- Interim Vacancies
In case of death, resignation, removal or inability of any officer to serve, the Chairman shall appoint a member in good standing pro term to serve the remainder of the term of the office vacated. In the absence of the Chairman, the Vice Chairman next in line shall serve as Chairman.
- Quorum
- A quorum for the Executive Board shall be five members.
- At any meeting at which a vote of the membership is required, a quorum shall consist of 2/3 of total number of members in good standing.
- Annual Meeting
The annual business meeting will be held during the month of May for the purpose of electing officers and conducting such other business as the Executive Board may determine. The Chairman will call additional meetings at times and places covenant to facilitate attendance by all members of the Association.
